Information on Free Air Conditioners

2010 HEAP Cooling Component

Households that include a member who has an ongoing medical condition that is made worse by extreme heat may be eligible for HEAP funded cooling assistance that could include installation of an air conditioner. Because the amount of funding is very limited, cooling assistance will be provided on a first come, first served basis. Households may apply from June 14, 2010 through August 13, 2010 or until the funds run out, whichever comes first.

Eligibility Requirements
  • Households that have received a 2009-10 regular HEAP benefit of more than $1.00 are income eligible for 2010 cooling assistance.
  • Households that have not received a 2009-10 regular HEAP benefit of more than $1.00 must have income which does not exceed the 2009-10 maximum HEAP guidelines, or must be currently in receipt of Temporary Assistance, Food Stamps/Supplemental Nutrition Assistance Program or Supplemental Security Income Code A benefits to be income eligible for 2010 cooling assistance.
  • In addition to meeting the income eligibility requirements, to be eligible for 2010 cooling assistance, at least one member of the household must have an acute medical condition that is exacerbated by extreme heat, and said condition must be documented by a physician. Documentation must be issued within six months prior to application.
  • In addition to meeting the income eligibility and medical need requirements, to be eligible for 2010 cooling assistance, the household must reside in a HEAP eligible living situation. However, households that reside in subsidized housing with heat included in the rent are not eligible for this component.
  • Households with a working air conditioning unit that is less than 5 years old or that have received a HEAP funded air conditioner within the past 4 years are not eligible for 2010 cooling assistance.
